Certification of Requirements for Dual Appointment - Prior
to appointment of any VA employee as a PAIRE employee the Principal
Investigator and prospective employee must meet with the Executive
Director to review prohibitions against federal salary supplementation
and dual compensation, to discuss the distinctions between current
VA and proposed PAIRE employment, and to assure there is no overlap
in time worked. Documentation of this discussion will be obtained
through an executed Certification
Regarding PAIRE Employment.
B.
Memorandum of Understanding – In addition to routine hiring
procedures, any VA-paid employee with Principal Investigator or
Co-Investigator status requesting concurrent employment by PAIRE
must submit an executed Memorandum of Understanding.
This defines the responsibilities for both the VA and PAIRE positions,
documenting the distinction in the duties of each; it also delineates
the effort allocation for all employers.
C.
The provisions and procedures discussed in VAPAHCS Memorandum 151-04-06 entitled “Compensation Management of VA-Paid Employees Conducting Research or Sponsored Education Activities” define how compensation is set and managed for dually appointed VA/PAIRE employees. Because the rate of compensation is set by VA, salary increases for these employees will occur at the time of any VA increases, not at the time of employees’ PAIRE Performance Appraisals.
D.
All PAIRE employees must hold VA Without Compensation appointments, irrespective of or in addition to status as a VA-paid employee.
E.
Timesheets must be submitted for all PAIRE time worked.
